If there was one major feature of the Australian civil aviation environment of the nineteen eighties, it was the sheer amount of dissension that the industry at large felt towards its bureaucratic masters.
From the demise of the generally liked Dept of Civil Aviation (DCA) back in 1973 came the inflexible bureaucratic monolith of the Dept of Transport under which almost every sector of the industry progressively began to be treated as little more than incompetent and distrusted annoyances. Indeed, the scriptsfor Yes Minister could have been penned directly from the daily goings on within this new super ministry.
