Noise Ban Stymies Charter Operators:
The government has stymied the plans of several prospective charter airlines by effectively banning the import of all Chapter 2 jets effective January 1 this year.
Following ICAO guidelines the new rules see the initiation of a phase out period beginning on 1 April 1995 and ending on 31 March 2002. After this phase out period all subsonic jet aircraft in operation must meet Chapter 3 noise standards. During the phase out period individual narrow body non-Chapter 3 jets will not be permitted to operate after the 25th anniversary of the date of issue of their first ColA.
