Are Overseas Aerospace Companies Taking Their Offset Commitments Seriously?

For a decade and a half now the Australian Government has overseen the management of an offset policy to help promote our local industry and provide a greater level of defence self reliance by way of in-house repair and support capability. The program has been particularly important in sustaining work levels in the local aerospace manufacturing industry.

In that period Australia has signed contracts for various items of military and civilian equipment valued at more than eight billion current year dollars. What specifically is covered by the terms of the Offsets Program is fairly complex to say the least and a little too drawn out to fully cover in this brief editorial (an in-depth art­ icle examining the offset situation will feature in a coming edition of Australian Aviation). However, the fact remains that for one reason or another much of what should have flowed on to local industry in the way of offsets has not occurred.
