With so many sectors of the Australian manufacturing industry currently experiencing problems of declining markets and technological obsolescence, it is pleasant to be able to write about a success story – the Australian Offsets Programme and the considerable benefits it has brought to the industry, particularly the aircraft industry which is the subject of this review.
The Australian Offsets Policy was first promulgated in 1970, and reduced to its essentials it requires that overseas suppliers winning major orders involving the Australian Government should direct offsetting workload to Australian industry.
For those readers not familiar with the way the Offsets Policy works, it applies to civil and military purchases of equipment or services with a value exceeding $1 million where the purchase is made by the Australian Government, including Statutory Authorities and Commissions, or where the Government is involved in such matters as loan guarantees.
