The need to change entirely the method of operating the CAA's exam system has been obvious for some time. The new system, due to become operational mid-1995, should hopefully see the problems of the past being rectified in the most effective way possible. (Jim Thorn)

CAA Licence Review

New Aviation Licence Examination Procedures Planned For Mid 1995

In July last year the CAA Aviation Bulletin reported the prosecution and subsequent conviction of an independent conducting officer for selling exam passes in commercial pilot and instrument rating exams. Confronted with other examples of outright fraud, and evidence of abnormally high pass rates in some training organisations, the CAA was forced last year to initiate a review into the administration of the examination system, with particular regard to the security aspects. Aware of this, and other complaints with particular regard to commercial helicopter theory examinations, I sought a briefing from Trevor Burns, Manager Flight Crew Licensing, to find out where the review now stood.

The CAA and its predecessors have long recognised the need for a balance between the ready availability of written examinations, the security of the exam system, and the overall cost. The first major change to long standing arrangements was introduced in 1986 with the appointment of persons outside the authority to conduct examinations. These persons were designated as Conducting Officers (COs) and the aim was to provide a wider geographical availability of exam venues. Prior to the introduction of COs, examinations were only conducted at regional offices, or other locations where there was a Flight Service office or ATC unit. The progressive closure of the latter facilities was an added imperative to broaden the geographical base.
