Comment: Let’s have a genuine systems planning

Pick up almost any article on defence in Australia and the odds are that discussion centres around the purchase or intended purchase of some highly glamorous piece of defence hardware. The problem is compounded of course by the nature of Ministerial statements and Departmental handouts.

Political reputations have been made and broken by such purchases – we have only to recall the great F-111 debate or, for those with prophetic vision, look forward to the debate on the FFG-7 purchase.

That is bad enough but when it is realised that the original Staff Requirements on which the purchases are based are themselves vague about how our defence infrastructure is to cope with the introduction, support and operation of a new piece of equipment, clearly there is something seriously wrong with the way our Defence Force is constructed.
