On Target discussed the essential qualities of a world-class air force in AA, April 2012. In summary, those qualities rest on excellence in people, training, and technology.
It is a national air power organisation’s responsibility to develop a system and culture that can deliver those qualities. In Australia’s case this means the RAAF. However, sitting above the air force is a political process perhaps even more influential in deciding how good national air power can be.
