The confusion between process and outcome is hampering Australian aviation
It appears that our political leaders and the public service continue to struggle with the difference between a process and an outcome – often thinking the job is done once a process has been announced.
If you are measuring success by dodging political bullets and adopting the ‘small target’ theory of policy survival, it shouldn’t really be a surprise when people seek meaningful change elsewhere. Big ideas and big action seem to be a thing of the past, with the 24 hour media cycle copping the blame for the learned helplessness of the political and government classes.
