Jim Thorn Interviews Doug Roser

The past few years have been a traumatic time for the Civil Aviation Authority. Massive retrenchments, substantial changes in operational requirements and procedures and the introduction of high value and technologically complex ATC systems at a time when senior management appeared to be in disarray. Hopefully this sad era is now behind Australia’s aviation regulatory body as the Authority moves towards a new airspace regime and safety directorate. To ascertain what the future holds, Australian Aviation’s managing editor, Jim Thorn spoke with the recently appointed chief executive of the CAA, Mr Doug Roser.

Q: In the public perception of the CAA, the three biggest issues appear to be the question of its professional competence (TAAATS), the constant conflict with industry (Safety Tax), and finally staff morale. Firstly, do you accept that this is a valid statement and secondly if so how do you intend to address these issues?
