AEW may be on the back burner for a period pending the operational feasibility of the home grown Jindalee Over The Horizon radar system. It is imperative though that ultimately the RAAF does acquire an AEW&C capability.

Dibb Report Heralds in New Era of Defence Policy Making

The release of the long-awaited Dibb Report into Australia’s defence capabilities has paved the way for a major reorientation of our military resources.

Mr Paul Dibb, a former Deputy Director of the Joint Intelligence Organisation, has spent the best part of a year analysing exactly what Australia’s role would be in the event of a regional confrontation. The Report has gone to great lengths to avoid the pitfalls of leaning too heavily towards a particular service or indeed to become a lobby for one of a vast number of causes within each of the particular services. In essence, the Report has recommended three primary tenets upon which our future defence policy should be based.

Firstly, Australia should become more self-reliant; not so much in terms of producing our own hardware but of being able to satisfy our defence obligations without having to depend on powerful allies. Secondly, that the Report bases its findings on being workable in a realistic funding environment. Australia has over the past decade averaged around a 3% growth per annum in real terms in defence spending and this is the figure that Dibb has used to cost his projections upon. Finally, that we recognise that low level military threats to Australia could emerge relatively quickly, but that it would take many years for any country other than a superpower to equip itself to attempt a major military assault on Australia.
