Joint decision-making

Collaborative Decision Making (CDM) is a fundamental principle in the development of future air traffic management (ATM) systems. These systems are needed to manage increasing traffic demand while reducing emissions and user costs. CDM initiatives are now being progressively implemented in Australia.

In essence, CDM – akin to flow control – involves the exchange of accurate information so a common situational awareness can be developed by airspace users to improve pre-tactical aircraft movement planning and the operational delivery of services. It is intended to optimise the use of airport and ATM infrastructure while reducing operating and environmental costs that result from airborne and ground holding. Most often ground and airborne holding occurs as a result of tactical initiatives by air traffic controllers to manage more aircraft than the system can accommodate at a given time.
