Dick Smith’s Airspace 2000 Plan Looks Set to Become a Reality
Despite the inevitable objection by some diehard critics, it looks likely that Dick Smith will be successful in gaining acceptance by industry and the regulatory authorities to the implementation of a modified development of the Australian Aviation Industry Association (AAIA) alternative airspace plan first proposed some 18 months ago. As reported in last month’s AA (refer p30), the head of AirServices Australia, Bill Pollard, invited Dick Smith to put forward his proposed alternative airspace plan, giving him six weeks, and the resources to achieve it. The “Airspace 2000 Team”, a snappy title which reflects the aim and purpose of the group, was formed to assist Dick Smith to develop his proposals, but equally importantly to ensure the validity of each aspect of the proposed system. The team consisted of a small number of senior ATC specialists from across the spectrum of ATC management and control, plus a representative of CASA. The experience level of the team must, by its very nature, provide for a high degree of confidence that what is being proposed is valid, safe and workable. At a recent update briefing given to AA, the team outlined the developments which have taken place since the earlier discussions with Dick Smith, together with details of how acceptance of the plan would be pursued, and the most likely implementation schedule.
