Casa Firm On Mandatory Requirement For Automatically Activated Elts

Following the embarrassing exposure of suspect statistics relating to the Civil Aviation Safety Authority requirement for C91a ELTs, at a hearing of the Morris Aviation Safety Inquiry late last year (refer p23 Dec 95 AA), the Director of CASA, Leroy Keith announced that a full review would be undertaken into their viability.

That review has now been completed and in a strongly worded statement given at a Canberra press conference in mid January, Leroy Keith announced that CASA would now be recommending to the Minister that the existing legislation for the fitting of C91a or C126 ELTs be retained; the compliance date be extended from July 1 1996 to December 5 1996 (because of delays caused by the ongoing debate); and a number of additional exemptions for particular aircraft be included.

The significant proposed changes to the existing legislation are summarised as follows: Earlier model C91 ELTs already installed will be permitted to remain installed until they reach the end of their serviceable lives; single seat and agricultural aircraft will be exempt from the requirement to have an automatically activated ELT installed; ELTs will not be required for training flights up to 50nm (93km) from their departure aerodrome; and any aircraft may be operated with an unserviceable ELT for up to 90 days providing certain conditions are met.
