GAF workers prepare an F-18 fighter for its first test flight. Failure to effectively produce the bonded flap shroud assemblies almost resulted in the RAAF receiving several aircraft late. Parliamentary Report Defines Major Inefficiencies at the Government Aircraft Factories

The official response by the Joint Committee of Public Accounts on the activities of the Government Aircraft Factories, tabled in Parliament late in 1985, paints a picture of gross inefficiency, overmanning and non-regular accounting and management procedures.

According to the Report, delivery of GAF built flaps for the F28 Fellowship were so late through 1985 that they were within days of holding up Fokker’s busy Schiphol production line at a time when every effort is being made to win similar work on the new Fokker 100 twinjet

The inquiry into the GAF was originally undertaken following criticism of the operation of the Factories in the Auditor-General’s Report of 1980. The Report unearthed significant problems associated with the financial statements and the day-to-day accounting procedures in addition to a lack of opportunity for the Parliament to scrutinize those financial statements.

In the conclusions of the Report the investigating committee, made up of a select group of Parliamentarians and Senators, indicated that under current arrangements the GAF are at a considerable disadvantage relative to their competitors because of a lack of autonomy and flexibility. The Committee expressed concern over the extra-long decision-making process between the General Manager of GAF, Government Departments and other instrumentalities that have to be consulted such as the Dept of Finance, the Dept of Administrative Services and the Public Service Board.
