Long-range Sea Patrol Aircraft For The 200-mile Zone
The proliferation of 200 nautical mile Exclusive Economic Zones In the late 1970s caught most of the world’s littoral nations unprepared, In the sense that very few had the means to patrol and enforce regulations In the areas of the sea In which they claimed special rights. Of the remainder, the majority had no clear Idea of the value of the resources available for exploitation and thus had no real basis for deciding how much to spend In establishing what amounted to coastguard services.
One thing that rapidly became clear was that EEZ surveillance and associated law enforcement required a complete system, rather than any single type of equipment.
The vast areas of water involved could only be searched with reasonable frequency by radar-equipped aircraft, combining long detection range with a high rate of advance. However, having found a vessel and identified it, these aircraft (with the possible exception of flying boats) could do nothing directly to apprehend the transgressor. Law enforcement in this form was clearly the role of the ocean-going patrol boat, which had to combine the ability to operate in any sea state at which trawlers would stay at sea, with sufficient speed advantage to catch most law-breakers. Closer in-shore, the helicopter found application in taking law officers rapidly to total sites of illegal landings.
