The US Government has awarded Boeing a US$1.94 billion fixed price contract for the production of 11 F/A-18E Super Hornets and 33 EA-18G Growlers for the US Navy.

Included in the Growler procurement are the 12 EA-18Gs for Australia, production of which commenced last month at Northrop Grumman’s El Segundo facility in Los Angeles.

The 44 aircraft are the last of ‘program of record’ aircraft required by the US Navy, and will represent the last of the Super Hornet line unless new orders can be found.

Congress is currently debating the FY15 Defense Bill which includes up to 22 more Growlers, but this is yet to be passed by both houses.

How is it that production commences prior to the contract being awarded? Does Boeing begin the process based on an already-announced program of record in anticipation of the official contract?
