Who’s Minding the Ga Store
It is a well documented, but often ignored, fact that for the past decade General Aviation has been struggling to survive. Even the recent improvements in the general economy have largely bypassed General Aviation, particularly private GA. Statistics recently published by the Department of Transport show that in 1993/94, the most recent year for which figures are available, private GA flew 262,000 hours – 6000 hours less than it had in 1983/84 and 10,000 hours less than the annual average for those intervening 10 years. Such statistics only reinforce the industry’s arguments for relief years and the rational arguments of dry economists for increased cost recovery.
The now defunct Civil Aviation Authority’s difficulties of recent years have been highly publicised; and many and varied have been the inquiries and recommendations searching for the elusive solution. Not so publicised has been the adverse effect on the industry, and general aviation’s representative associations in particular, of the many disruptions to industry caused by the almost constant reorganisation of CAA staff and the diversion of scarce CAA resources to respond to the numerous formal inquiries.
