Commercials— Suspect Safety Monitored
Following the naming of nine nations whose aircraft have been banned from operating to the Usa because of safety concerns, the European Joint Aviation Authorities (Jaa) is considering joining the Us Faa and other airworthiness authorities in monitoring the safety practices of suspect countries. The European Civil Aviation Conference meeting in Romania last September decided to set up a task force to “consider urgently the overall safe level of foreign aircraft which fly to and from member states.” For 50 years, the Chicago Convention has been the basis of worldwide safety standards, however modern practices such as aircraft leasing and the emergence of new sovereign states onto the international aviation scene have thrown up new challenges in the operation of international safety regulations.
Of particular concern are new operators emerging in Russia and the Cis. For the record, the nine nations banned from the Usa are Belize, Dominica, Gambia, Ghana, Honduras, Nicaragua, Paraguay, Uruguay and Zaire. Four other nations (Bolivia, El Salvador, Guatemala and the Netherlands-Antilles) are permitted to fly to the Usa but under close scrutiny.
