At last, Australian helicopter pilots may be able to actually fly their helicopters just that rather than fixed wing aircraft in the circuit. This will greatly speed up helicopter operations within congested airfield airspace whilst also speeding the movement of regular fixed wing aircraft through their not having to wait for helo traffic that shouldn't be delaying them in the first place. CAA Regulatory Review Heralds Change
Second Caa Regulatory Review Encompasses Timely Recommendations
During late May the second report of the Air Safety Regulation Review Task Force was released. T he report is without a doubt one of the most important in Australianaviationhistory, for it has finally documented in clear and concise terms just what is either right or wrong with the bulk of our CAA regulations.
The Task Force was established in October 1987 and to circumvent the inevitable bureaucratic maze was made directly responsible to the Minister for Aviation Support. Its terms of reference directed that it should review existing aviation safety regulatory legislation and associated administrative instruments, the structure of this system of regulatory control and the process by which the controls were developed and the manner in which the controls and relevant information are published.
The Task Force members – Mr Dusty Lane (Chairman), Mr Ian Bidmeade (legal consultant) and Mr Colin Watt (pilot) were instructed to keep safety obligations and international requirements in mind, and consult closely with the aviation industry. The basic aim was to produce a report which would simplify and rationalise the structure and content of the regulatory aims and expedite necessary change while making regulatory changes more publicly visible and accessible whilst making sure they were enforceable. The Task Force took submissions from industry that detailed complaints about the system, and studied those that warranted investigation.
