Regulation must keep pace with development
The development of a mandatory registration scheme for some remotely piloted aircraft systems (RPAS) this year will be an important step forward for our industry as we adapt to new and emerging technologies in the sky.
While the capability of drones continues to create new opportunities for business and the community, it is essential the regulatory environment evolves to meet the new challenges that come with them.

We saw late last year the very real and damaging impact drones can have on airport operations when Gatwick Airport was shut down after drone sightings in the area.
The significant inconvenience to passengers and cost to the industry associated with an incident like this are clear. Of course, the potential safety impact in the event of a collision between an aircraft and drone is an even more serious matter.
While here in Australia, reports of conflicts between aircraft and drones appear to have plateaued even as the use of drones increases, there remains a need for the continued evolution of aviation safety regulation to keep pace with the adoption and various uses of RPAS nationally.
While airports are working with CASA to ensure drone sightings close to the airport are managed effectively by the industry, the onus must be on the operator to ensure they are compliant at all times.
The AAA recently welcomed the Federal Government’s support for the development of a mandatory registration scheme for all RPAS weighing more than 250 grams, in addition to all RPAS used for commercial purposes.
It has been pleasing to see CASA’s leadership on this issue, with public consultation on this important issue already commenced earlier this year.
The proposed registration process will be simple for RPAS operators, but will deliver significant benefits to the industry.
Firstly, the new requirements will make it easier to identify drone users and communicate with them in the event of a safety incident or concern.
This allows CASA to take swift action when required to ensure safety in our skies.
Secondly, an education program accompanying the registration process will improve awareness of the law when it comes to operating drones near airports and other city landmarks.
This is absolutely essential as we see more and more drone users operating the technology for recreational purposes.
The AAA looks forward to continuing to engage with CASA on this important issue over the course of this year.
