The October ‘On Target’ column discussed the importance of organisation as a discriminating factor between the combat power of air forces and outlined the evolution of RAAF organisational policy and experience up until the end of World War II. The column identified the introduction of the operational air group structure by the RAAF, in the South West Pacific theatre, as a step in the evolution of Australian air power.
