Pre takeoff controls check

‘Controls full free and correct’ is the expression used by instructors as they teach their students to check their aircraft in the run-up bay before flight.

But how many crew members know of Civil Aviation Regulation 244 that states ‘Immediately before taking-off the pilot in command of an aircraft shall test the controls and ensure all locking devices are removed’? That same reg also applies to ensure that all external surfaces of the aircraft are completely free from frost and ice.
