Register Review

Several new types appear in the New Allocations section this month including VEL, a Velocity SE RG, and SDV, a TL-2000 Sting.

The Velocity is an American, all-composite, kit built aircraft fitted with a pusher propeller and a canard wing layout boasting a modern aerodynamic design generating lift from all exterior surfaces. The basic SE model can accept 160- 220hp (120-165kW) engines, whilst the larger XL model is designed for 260-310hp (195-231kW) powerplants.

Retractable gear is available on both models.

Velocity Aircraft was founded in 1984 in Sebastian, Florida, by Danny Maher, who also designed the original Velocity kit based on the Burt Rutan Long-Ez. The LW version (long wing) was made available soon after and one of Velocity’s first customers, Duane Swing, also designed a retractable undercarriage (RG) option which was made available to Velocity builders through the factory. During 1992 Maher decided to sell the company and who better to take over than Duane Swing, who had forged a close relationship with Velocity while designing the RG option.

Swing immediately established a marketing program to promote the standard Velocity along with the LW and RG options. Gull wing doors were introduced during 1995 and two years later the larger XL model was released. The XL-5 includes an extra seat for three children on the rear bench seat and two adults in the front along with more baggage space and more powerful engine option.

The latest Velocity model is the TXL which is basically an XL fitted with a twin turbo Continental TSIO-550-C engine which is claimed to produce 250kt at FL250.

There have been three Velocitys seen in Australia.

XLV was an XL model registered during 1998 but it was later exported to the USA. YOM, an LW RG model, came next during 2002 and it is still active with Steve Beilby of Tuart Hill, WA. The latest Velocity, VEL, is a SE RG model.

TL-2000 Sting SDV is the first of its type on the CASA register although there are at least 10 active in Australia on the RA-Aus register and a further four flying in New Zealand. Based at Hradec Kralove, in the Czech Republic, TL was established in 1990 when it began building carbonfibre gliders.

During 1996 TL developed the TL-96 Star and from that came the TL-2000 Sting carbonfibre, two-seat training and touring aircraft powered by a Rotax 912, 912S or 914.

The TL-2000 is a single engine, low wing, fixed gear aircraft fitted with two sideby- side seats. The wings are removable for easy storage and road transport and it can be fitted with long range fuel tanks for over eight hours flying. SDV is a 2003 model American built Sting previously owned by Jack Houpe of Gravette, Arkansas.

Four powered aircraft and a glider are Returning to the Register this issue, interestingly after all being revoked by CASA during July and August 2006. It seems that we can expect this section of Register Review to expand in future editions as CASA has advised that it intends to enforce the legislation that covers late notification of the transfer of ownership.

The regulations stipulate that if the previous owner of an aircraft advises CASA that the machine has been sold, or if CASA becomes aware that an aircraft has changed hands, and the new owner does not apply to become the new registration holder within 14 days, CASA must cancel the registration. This means that the Certificate of Registration (CoR) and the Certificate of Airworthiness (CoA) would both be invalid and the aircraft cannot be flown until new certificates are issued.

This situation could be quite expensive for the new owners as fees are charged for both certificates and, depending upon the condition of the aircraft, the cost of a new CoA could be considerable.

The first aircraft noted in Register Review to run foul of this legislation is Robinson R44 Raven ZDP shown in the deletions section.

Re-registrations and transfers to the RA-Aus register account for almost half of the aircraft listed in the Deletions section this month, resulting in only 13 aircraft lost to Australian skies. Amongst those 13 is a fairly even spread of exports, damage and general lack of airworthiness.

Tomahawk MHK has been derelict at Bankstown for some time and it has now been scrapped. Similarly 1967 Cessna 182K DVM has been deemed “not worth repairing” after minor damage and will be used as a source of spare parts with the fuselage being noted dumped at Gympie, Qld, recently.

Morane-Saulnier Rallye Club SJM has been de-registered at the owner’s request, leaving only one other Rallye Club on the register along with two Rallye Commodores and a Rallye 180GT.

The French built Rallye was very popular in Europe during the 1960s and 70s, especially in France. However, it did not penetrate other markets as well as the builder would have hoped.

The prototype Rallye took to the air during June 1959 and was a two-seat, low wing trainer with a fixed, tail wheel undercarriage and powered by a 90hp (67kW) Continental engine. By the time production began it had become a three-seat, tricycle undercarriage machine with a 100hp (75kW) engine. Unfortunately the costs involved in the design and development of the Rallye were enormous and in November 1962 the company filed for bankruptcy.

Eight weeks later control of Morane-Saulnier was handed to Henri Potez who injected much needed capital and re-named the company Societe d’Exploitation des Etablissements Morane- Saulnier (SEEMS). Three years later SEEMS was taken over by Sud-Aviation which later became SOCATA.

Morane-Saulnier built 1100 MS880B Rallye Clubs but only six came to Australia, including the second production aircraft which arrived during 1964 and unfortunately crashed in 1977.

A recent survey of Dealer Marks (formerly known as Trade Plates) has revealed that a further four have been issued during 2007. Dealer Marks are issued to Australian aircraft manufacturers or distributors to enable them to test, demonstrate or deliver an aircraft without it being formally registered. The marks must not be shown on the outside of the aircraft and indeed no registration, local or foreign, must appear on the aircraft. The markings must be engraved on an indestructible plate carried inside the aircraft and an annual log must be provided to CASA showing which aircraft carried the plate along with when and why. The aircraft must meet all other requirements, except those relating to a CoR, CoA and the display of registration markings, and the Dealer Marks are to be used in all radio communications.

The four new Dealer Marks are IAS issued to Shaffrey of Melville, WA, RSQ and SQX to AAA Freight Services at Essendon and UHR to Buraq Australia of Villawood, NSW.

Previously issued current Dealer Marks are FNG, IMI, OKE, PWF, UMT and VAV to Gippsland Aeronautics, JBO to Jabiru Aircraft, and IRN to Corporate Aviation Services at Bankstown which also encompasses the International Training College and Sydney Flight Training.

Following up on a couple of recent exports to New Zealand, Yak-52 YVY, shown in last months deletions section is now known to have become ZK-YKA with PJ Meadows of Tauranga, and Bell 47J Ranger RTK noted in the March deletions is now registered ZK-HGI with Ki

wi Kopters – also at Tauranga.

Although in the past there have been a number of Bell 47Js on the New Zealand register, ZK-HGI is the only one currently registered.
