Can the User Afford the Cost?
User pays? Of course — why not?
But who is the user? Is the user always the beneficiary? What happens when the user cannot afford to pay? Is closing down the service always a viable option? Ever since Henry Bosch recommended cost recovery of the services provided for aviation these questions have plagued both the industry and the regulatory authorities. Widespread changes were introduced to reduce costs to an acceptable level. Services which were nice to have but not essential — flight service offices, face to face briefings, visual charts etc to name but a few — were severely cut back or discontinued. Many pilots mourned their passing, quite a few complained bitterly, but in the end the changes were accepted for the simple reason that the alternative of increased charges was so unacceptable as to be unthinkable.
Over the past 10 years or so the industry has learnt to live with landing charges, enroute charges, fees for service by the regulatory authority, fuel excise, GAIT fees etc which, for most operators, were, in totality, very close to the earlier system of Air Navigation Charges. This was not a coincidence since the old ANCs had been in use for many years, were generally considered a reasonable charge for the industry to bear and, as such, were considered a reasonable yardstick for the new charges.
