Artex Seminar “Aviation Ground Safety – A New Emphasis for the Future”

“If you think safety is expensive, try an accident”. This telling quote was made by George Oldfield, Manager Safety, Air New Zealand, at the above seminar, hosted by the Australasian Airline Ground Safety Council in Sydney from January 23-25 1996. ARTEX is an acronym for the Executive Committee of the International Air Transport Section of the US National Safety Council. The membership of the section is broadly based and primarily consists of airlines, airport operators and the aviation industry in general.

The Sydney seminar was attended by over 150 delegates. Attending from Australasia were the major airlines, the RAAF and RNZAF, the FAC, BASI and numerous other organisations. In addition, there were attendees from Africa, Asia, Europe, North America and the South Pacific. During the seminar, a total of 25 papers were presented on a diverse range of topics which impinged on ground safety.

The subject of aviation safety is generally and understandably associated with flight safety. It gets the headlines if something goes wrong and is accorded a high profile. However, another equally important aspect of aviation safety is connected with ground safety. It is a major field with numerous ongoing complex problems. The magnitude of the task was highlighted by Dries Viljoen, the Head of Ground Safety at South African Airways, when he estimated that ground handling damage costs the airlines $2 billion per year. He cited an example of damage caused to a Boeing 747 nose cowl. The direct cost of the repairs was $49,000, but when the indirect costs of the 24 hour delay caused by the damage were calculated, these added another $244,000 to the cost of the incident.
