Comment – Casey University
“The Government has reaffirmed its intention to establish a Defence Force academy for the university education of Service officers. This will be done in a military environment.” – Statement by the Minister for Defence, the Hon. D. J. Killen, December 8, 1979.
The idea of a tri-service academy is not new. It has been slowly evolving over the past thirty years. However, most of the proposals and investigations have been concerned with how such an academy should be established. Only twice in all that time has there been any official enquiry into whether such an institution should be established. On both occasions, the findings were firmly against such an idea. In 1960 a committee of service and defence officers investigated the possibility of meeting each service’s need on a joint service basis. However, they reported that individual service requirements were so diverse that such a scheme would not be feasible. In 1965, however, and without any further investigation, the Defence and Service Ministers decided that a TriService Academy should be a long-term aim.
The Minister’s statement reads also as if the provision of university education for service officers was a new idea. This is not so. Tertiary education for officer cadets has been in existence in all three services since the early sixties. It has been provided by schemes of affiliation between the single service colleges and individual universities. A wide range of degrees is available.
